Nope, not a section either. The free form integration of tags throughout the text works very well for many of us.
What you want is simply YAML. Good news, Bear recognises YAML. Bad news, it does not seem to recognise tags there and the section is not foldable, but I think that could be a feature request, and people have discussed YAML uses here: YAML front matter uses in bear
