Creating heading after single line return turns previous line into heading

What were you doing: created a heading on empty line after a single line return from line with text

What feature did you use: iOS: used heading option on iOS menu; Mac: typed Command 4

What happened: the line above the new heading line (regular text) turned into a heading - To add a heading one line after an existing line of text, I have to add two line returns, enter heading, then delete one of the line returns

What did you expect to happen: create heading on new line and have previous line remain the same

Update: This is no longer happening after updating Mac to 11093. Don’t know if there’s a connection, but it’s working correctly now.
