For the moment, no. The syntax and semantics of the Obsidian collapsable callouts differs from the folding that we do support for titles and lists.

As far as I have understood you prioritize compatibility with GitHub. Insofar obsidians syntax for the default status of folding doesn’t make sense. So why not using the same method for (un)folding callouts in bear like for folding headings and lists? I think that’s a good compromise. A command to fold all callouts in one note would then be the finishing touch.
