Receiving error: 'The application “Bear” does not have permission to open'

I copied a link to a local file from Safari and pasted into Bear. My link looked like this:

file:///Users/matthewmcgarity/Downloads/Image-2.gif

When I click the link, Bear throws an error saying:

The application “Bear” does not have permission to open “Image-2.gif.”
